Which health settings can apply for STP funding (to be added to the Reserve List)?
  • Private sector settings: settings which do not derive their operational funding directly from a state or territory government.
  • Regional, rural and remote areas: settings located in an Modified Monash Model (MM) 2-7 area.
How does a health setting apply for STP funding?

Eligible health settings can apply for to have a new training position (not an existing role) to be added to RACMA’s STP Reserve List.

 

Complete this form to register your interest in STP funding. You may register at any time. Please note that the STP is currently being redesigned, and funding arrangements beyond 2026 have not yet been confirmed.

 

The health setting must also apply for accreditation of the proposed position. Once accredited, RACMA will submit the position for:

  • Support from the relevant State or Territory Health Workforce Branch, and
  • Final approval by the Commonwealth Government.

 

Inclusion on the Reserve List does not guarantee funding but allows the position to be considered if funding becomes available.

Are health settings guaranteed funding if their Reserve List application is successful?

No, inclusion on the Reserve List does not guarantee funding, only that the setting will be added to the ‘pool’ to be considered for future funding should a vacancy occur.

How are Reserve List posts selected to take up a funding opportunity?

When a funded post becomes vacant, RACMA will review the Reserve List to identify a suitable post to take up the funding. Factors taken into consideration include:

  • Jurisdiction – the vacancy is filled within the same Jurisdiction where possible, while aiming for equitable distribution.
  • Supervision arrangements – whether a FRACMA Supervisor is onsite, and the number of Candidates and FRACMAs already at that location.
  • Existing STP or IRTP funding – as RACMA is only funded for a small number of positions, preference is given to distribution of funding across as many health settings / health networks / organisations as possible.
  • Educational merit – the educational activities planned for the position; diversity of training experience offered to trainees etc.
  • Position type – Medical Administration Registrar positions are prioritised over substantive positions where possible.

 

It is not possible to predict when a funding vacancy will occur or when a new funding offer will be made.

What is the definition of a ‘new post’?

A position will not be considered new if it has been funded by another organisation for more than 12 months within the last three years. Additionally, a position that was funded by another organisation within the last 12 months will need to conclusively demonstrate that its funding is not ongoing. This allows for short term funding from organisations such as charitable trusts. In this context, positions funded by the applicant organisation or a state and territory government will not be considered new and will be ineligible for STP support.

When will a post on the reserve list be contacted to take up a funding opportunity?

Reserve list posts are used to fill vacancies. When a STP-funded post becomes vacant, we will review the Reserve List to seek a post to take up the funding within the same Jurisdiction. It is not possible to predict when a STP-funded post will become vacant.

Are Candidates eligible to apply for STP or IRTP funding?

No, candidates are not eligible to apply for STP funding. Candidates should liaise with their health setting if they would like to occupy an STP-funded position.

Can part-time trainees occupy STP or IRTP-funded positions?

The Fellowship Training Program can be undertaken part-time, at a minimum of 0.4 FTE in Medical Administration. When training is undertaken at the minimum of 0.4 FTE it must be undertaken in a single Accredited Training Post.

However it is a requirement under the STP Operational Framework that at least 0.5 FTE of the funded position is in an expanded (rural or private) health setting. Therefore, the minimum FTE requirement for training in an STP or IRTP funded setting is 0.5 FTE in medical administration.

How long does a health setting receive STP funding for?

The funding cycle depends on the length of the current Agreement between RACMA and the Department of Health. Current Funding Agreements extend until the end of 2026. The STP is currently undergoing redesign, and the funding arrangements after 2026 are not yet confirmed.

Can I apply for STP funding for the post I currently occupy?

No, posts must be considered new to be eligible for STP funding consideration. A post will not be considered new if it has been funded by another organisation for more than 12 months within the last three years. If a post has received any funding in the last three years, it must demonstrate that this funding is not ongoing.

Are public health settings located in metropolitan areas eligible for STP funding?

Public health settings can apply to participate under the program providing the setting has an agreement in place for the position to rotate out to an expanded setting (e.g. private/rural rotation) for a minimum of 0.5 FTE.

What are the eligibility requirements for candidates to occupy IRTP-funded posts?
  1. Candidates must spend at least 66% of their total training time in rural areas
  2. Candidates must have a genuine interest to work in rural areas
What can Candidates claim under the Rural Support Loading allowance?

How do I know if my health setting qualifies for IRTP funding?

IRTP settings must be located between MM 2-7 area. Please refer to the Department of Health’s workforce allocator here to determine the MM code of your health setting.

Are IRTP candidates able to rotate out to metropolitan areas?

Yes, rotations to metropolitan areas can be arranged to ensure that the trainee meets the FTP requirements and to allow full exposure to medical administration training. However, trainees must ensure that they still meet the requirement of training 66% in rural areas.

What are the differences between STP and IRTP-funded posts’

STP-funded posts are not identical to IRTP-funded posts, although they are administered in a similar way.

  1. To be eligible for an IRTP funded post, ideally a trainee should show a commitment to working in a rural area, though not necessarily the area in which their training takes place. This could be evidenced by the prospective trainee having a rural background, attending a rural clinical school or regional university; completing Rural Junior Doctor training or demonstrating an interest or commitment to rural work in their application for the post.
  2. An IRTP trainee must spend at least 66% of their Fellowship training time in an MM 2-7 setting.
Is Fringe Benefit Tax (FBT) eligible to be claimed under the Rural Support Loading (RSL) allowance?

No, FBT is not an eligible expense and cannot be claimed through the RSL allowance. Candidates and employers are encouraged to seek ATO advice for their own circumstances.
